railroad operations unless otherwise exempted and failure to comply may result
in removal from service.

All and any dealings regarding CDC, FRA and TSA orders and guidance are reserved to the SLBs,
and to their respective division legislative representatives and alternates, as delegates
thereto, in the application of LBR Section 15(a).
